On April 15, 2025, the Intellectual Property Strategy Investigation Committee, Digital Contents Strategy Subcommittee was held at the headquarters of the Liberal Democratic Party. CODA Representative Director  Takero Goto and Hiroyuki Nakajima, Legal Director of CBEP (Cross-Border Enforcement Project), attended the meeting as expert witnesses. CODA has been invited to provide input to the Subcommittee on \u201ccountermeasures against online piracy\u201d since 2018, and this was the sixth such occasion.<\/p>\n\n\n\n

The session began with opening remarks from Subcommittee Chairman Takashi Yamashita and Investigation Committee Chair Takayuki Kobayashi, and was moderated by Taro Yamada, who serves as Chief Secretary of the Subcommittee.
This session focused on two themes: “Countermeasures against online piracy” & “The current state of anti-piracy efforts on the internet.” Following reports from various government agencies on their respective initiatives, Representative Director Takero Goto of CODA gave a presentation titled \u201cThe Current Status and Countermeasures Against Online Copyright Infringement Content.\u201d In his remarks, he explained the specific initiatives and outcomes achieved through CBEP to date, highlighted the growing global popularity of Japanese content IP, and shared information on key projects that CODA intends to focus on in its anti-piracy efforts for the current fiscal year.
Attorney Hiroyuki Nakajima presented under the theme \u201cThe Current Situation Regarding Measures Against Piracy Websites,\u201d in which he reported on the efforts undertaken in cooperation with CODA. He particularly focused on the damage caused by manga piracy websites and corresponding countermeasures, emphasizing the necessity of public-private cooperation in international enforcement.<\/p>\n\n\n\n

The meeting was attended by representatives from relevant government agencies and members of the Diet. While it was acknowledged that anti-piracy efforts targeting domestic piracy websites have yielded some success and public awareness has entered a new phase, there was also strong recognition that piracy targeting overseas audiences is becoming increasingly severe. Lively discussions were held on a wide range of topics, including challenges related to international enforcement, the promotion of legitimate content distribution, and the responsibilities of advertisers and platforms.<\/p>\n\n\n\n
