By coordinating the views of its diverse Member States and facilitating consensus-building, it plays a central role in promoting ASEAN integration and cooperation across the political, economic, and socio-cultural pillars. As the ASEAN region continues to strengthen its international and economic presence, the role of the Secretariat has become increasingly important.
The AHEAD50 program is an invitation initiative promoted by the Ministry of Foreign Affairs of Japan to commemorate the 50th Anniversary of ASEAN–Japan Friendship and Cooperation. The program aims to strengthen the institutional capacity of the ASEAN Secretariat through human resource development while promoting closer and more effective cooperation with Japan.

At the request of the Japan International Cooperation Center (JICE), the organization responsible for planning and operating the program, CODA delivered a lecture to the four ASEAN Secretariat officials on the current situation and challenges surrounding intellectual property infringement, including online piracy websites.
During the lecture, CODA explained the current state of piracy affecting Japanese content such as anime and manga, as well as the increasingly sophisticated and complex methods of infringement resulting from advances in digital technology. CODA also introduced the initiatives of its Automated Contents Monitoring Center, together with the achievements of the Cross-Border Enforcement Project (CBEP), which has been implemented with the support of Japan’s Ministry of Economy, Trade and Industry (METI) since FY2021. In addition, the lecture covered collaboration with domestic and international government agencies and related organizations in combating piracy, public awareness and educational activities targeting younger generations, and emerging copyright issues associated with the widespread adoption of generative AI.

Following the lecture, the participants engaged in an active exchange of views on topics including the promotion of joint enforcement, approaches to public awareness and educational activities, and the challenges of protecting intellectual property rights in the age of generative AI. Japan’s proud content, including music, movies, anime, broadcast programs, video games, and publishing, plays an important role in enhancing the nation’s international presence and economic growth. As digital technology becomes more widespread, it is even more significant to protect Japan’s content from increasingly artful copyright infringement and promote the content industry’s development. CODA contributes to the deterrence and detection of online and other piracy, by sharing knowledge with relevant government agencies, organizations, and companies in Japan and abroad, to engage in direct and indirect anti-piracy measures, as well as public relations activities.
