News CODA and COA of Korea Held 2nd Exchange Program with Member Companies

On September 17, 2025, the Korea Copyright Overseas Promotion Association (COA) and 23 of its member company representatives visited and conducted an exchange program with CODA and 21 CODA member company representatives.
This was the second time the program has been held, following the first in November 2023, and its purpose is to further strengthen collaboration between Japan and Korea in addressing the growing issue of online infringement that transcends national borders.

COA, established in March 2017, brings together leading content holders representing Korean cultural content—including broadcasters, music organizations, internet service providers, and webtoon production companies—with the aim of promoting the overseas distribution of Korean works and protecting copyright. For this workshop and exchange, 18 companies from major Korean broadcasters and publishers participated as COA members, while 13 companies from leading Japanese broadcasters and publishers took part as CODA members.

In recent years, with copyright infringement becoming an increasingly serious global issue, the methods of infringement have also grown more diverse and complex. Rights holders need to continue engaging in cooperative discussions and building common understanding on appropriate responses. Furthermore, in order to strengthen the effectiveness of countermeasures, it is essential that rights holders collaborate across borders as part of broader international cooperation.
This workshop and exchange, following the first program, served as a forum for exploring effective countermeasures against piracy sites and illegal uploads, for considering methods of collaboration between the members of both organizations, and for sharing and strengthening practical responses overseas.

The exchange program began with a welcome speech by CODA’s Representative Director, Takero Goto, followed by congratulatory remarks from Mr. Han Kyoo Jo (President of COA) and Mr. Sang Hyeok Im (Auditor of COA).
The subsequent workshop was divided into two sections—broadcasters and publishers. In each section, Japanese and Korean companies gave presentations on their respective responses to copyright infringement, followed by active discussions and Q&A sessions.

Through this exchange program, rights holders from Japan and Korea shared the challenges they face, deepened mutual understanding, and reaffirmed the importance of cross-border cooperation.
Going forward, CODA will continue to strengthen collaboration with COA and steadily advance initiatives aimed at international copyright protection.

This activity was carried out as part of a project commissioned by Japan’s Ministry of Economy, Trade and Industry (METI).

About CODA
CODA (Content Overseas Distribution Association) was established in 2002 at the call of the Ministry of Economy, Trade and Industry and the Agency for Cultural Affairs to promote the overseas development of Japanese content and take anti-piracy measures. Japan’s proud content, including music, movies, anime, broadcast programs, and video games, plays an important role in enhancing the nation’s international presence and economic growth. As digital technology becomes more widespread, it is even more significant to protect Japan’s content from increasingly artful copyright infringement and promote the content industry’s development. CODA contributes to the deterrence and detection of online and other piracy, by sharing knowledge with relevant government agencies, organizations, and companies in Japan and abroad, to engage in direct and indirect anti-piracy measures, as well as public relations activities.
