News CODA Beijing Office opened (registration completed in China)–Full-scale operations to begin on January 1, 2022–

We are pleased to announce the opening of CODA’s Beijing Office. The Beijing Office is an NGO corporation licensed under the “Law of the People’s Republic of China on Administration of Activities of Overseas Nongovernmental Organizations in the Mainland of China” (this law is under the jurisdiction of the Ministry of Public Security), which came into effect on January 1, 2017. The CODA Beijing Office is the first foreign corporation authorized by the National Copyright Administration since this law was executed. Full-scale operations will begin on January 1, 2022.

The role of the CODA Beijing Office will include the following activities.

 1. Providing information on the protection of rights to Japanese content through the “Sword Network Action”
The “Sword Network Action” is a period of intensified clampdown jointly implemented by four government agencies in China: the Cyberspace Administration of China, the National Copyright Administration, the Ministry of Public Security, and the Ministry of Industry and Information Technology. The program was launched in 2005 to protect copyrights and eradicate infringement and piracy on the Internet and has continued to be implemented every year. The CODA Beijing Office will be responsible for providing specific information regarding the infringement of Japanese content rights in China.

 2. Confirmation of attribution of copyright holders who are victims of incidents exposed by Chinese public security and administrative agencies 
Suppose Japanese content had been infringed by pirate sites, etc., that were administratively or criminally exposed in China. In that case, the CODA Beijing Office will serve as a contact point for investigative inquiries from local public security bureaus and other authorities regarding the copyright holder of the infringing content and whether or not permission has been granted to make a case for the offense.

 3. Issuance of certificate of attribution of rights to Chinese distributors  
 Suppose Japanese content distributed by a Chinese distributor under an exclusive license in China is infringed. In that case, the Chinese distributor may require certificate of attribution of rights when implementing its countermeasures. The CODA Beijing Office is authorized by the National Copyright Administration to operate the work of “Foreign Copyright Authentication Organization ,” which issues “Certificate of Attribution of Rights .”

 4. Implementation of various activities to promote the formal distribution 
The CODA Beijing Office will be responsible for various projects to promote authorized distribution, including participation in the China International Copyright Expo hosted by the National Copyright Administration and organizing various seminars.

With the opening of the Beijing Office, CODA will further promote various projects to strengthen the protection of rights and the promotion of authorized distribution of Japanese content, aiming at “strengthening international cooperation and enforcement” with China.
