Participate in the “2026 International Seminar: Responding to Global Piracy” Co-sponsored by COA and Other Organizations
On October 15, 2026, CODA and representatives of CODA member companies visited Seoul, South Korea, to conduct an exchange program with the Copyright Overseas promotion Association (COA) and representatives of COA member companies.
The program aims to further strengthen cooperation between rights holders in Japan and South Korea in response to online intellectual property infringement, which continues to expand across national borders. Following the previous programs held in Tokyo in November 2023 and September 2025, this was the third program and the first to be held in Seoul.
In recent years, intellectual property infringement has become increasingly serious on a global scale, while infringement methods have also grown more diverse and sophisticated. Under these circumstances, it is important for rights holders to continuously share information and challenges and develop a common understanding of appropriate responses. Furthermore, to strengthen the effectiveness of anti-infringement measures, it is essential to promote cooperation among rights holders across national borders as part of international collaboration.
A total of 26 companies participated in this workshop and exchange meeting: 15 COA member companies, including major South Korean broadcasters and publishers, and 11 CODA member companies, including major broadcasters and publishers. Continuing the efforts of previous exchange programs, participants exchanged views on effective measures against intellectual property infringement, including pirate websites and unauthorized uploads. They also discussed future approaches to cooperation among member companies of the two organizations and shared practical case studies and insights from overseas.

In the afternoon, the “2026 International Seminar: Responding to Global Piracy” was held, organized by COA and co-sponsored by the Ministry of Culture, Sports and Tourism of the Republic of Korea (MCST), the Korea Copyright Protection Agency (KCOPA), SHIN & KIM LLC, and CODA. The seminar aims to bring together experts in content and copyright from around the world to share their achievements and insights and establish a common understanding of effective anti-piracy measures.
Under the theme “The Diversity of Online Copyright Infringement and Countermeasures,” the seminar featured six presentations by experts and other stakeholders from Japan, the United States, Brazil, and other countries.
Following opening remarks by representatives of COA, MCST, Japan’s Ministry of Economy, Trade and Industry (METI), and KCOPA, Takero Goto, Representative Director of CODA, delivered a keynote speech. In his keynote speech, entitled “Globalization Strategies for Japanese Content and Next-Generation Approaches to Content Protection,” Goto explained the growing damage to Japanese content caused by pirate websites. He then introduced CODA’s Cross-Border Enforcement Project (CBEP), which is being promoted with support from METI, and outlined CODA’s approach to further strengthening an effective cross-border joint enforcement framework.

CODA will continue to strengthen its cooperation with COA, promote information sharing and collaboration among member companies, and pursue initiatives to protect intellectual property rights internationally.
This activity was conducted as part of a project commissioned by METI.

About CODA
CODA (Content Overseas Distribution Association) was established in 2002 at the call of the Ministry of Economy, Trade and Industry and the Agency for Cultural Affairs to promote the overseas development of Japanese content and take anti-piracy measures. Japan’s proud content, including music, movies, anime, broadcast programs, video games, and publishing, plays an important role in enhancing the nation’s international presence and economic growth. As digital technology becomes more widespread, it is even more significant to protect Japan’s content from increasingly artful copyright infringement and promote the content industry’s development. CODA contributes to the deterrence and detection of online and other piracy, by sharing knowledge with relevant government agencies, organizations, and companies in Japan and abroad, to engage in direct and indirect anti-piracy measures, as well as public relations activities.
